Objective

The goal of DIGIPOL Project is the digitilization of procedures and services provided by the Police to the public, within the context of upgrading the way the Police operate in order to fit the new digital era. The Project is implemented within the framework of the Recovery and Resilience Plan of the Republic of Cyprus and concerns one of the largest government Projects in digital transformation.

Due to the pandemic, the need for citizens to interact with the Police without physical presence has become more necessary than ever. Cyprus Police is an organization with a large number of personnel that, due to the nature of its responsibilities, offers several services to citizens, usually in offered after the physical presence of the citizen. For the Police to be more effective and efficient, it should follow innovative ways, such as digitilizing its processes, which should be easily accessible to citizens as well as user-friendly. This can be achieved by integrating digital technology into the various processes of the Police, which will result in the reduction of administrative costs and the facilitation of the daily life of citizens and Police officers.

Based on the above, due to the opportunity presented by the announcement of the Recovery and Resilience Plan, the European Projects Management Department at the Police Headquarters, suggested the digitilization of the procedures and processes of the National Law Enforcement Authority in section 4.2 Promote e-government –Reform. The Project named DIGIPOL is expected to have a budget of 8m. euros, plus VAT

The Project is led by the Cyprus Police in collaboration with the “KOIOS” Research Center of Excellence of the University of Cyprus, which is expected to undertake mainly the preparation of the technical specifications for the implementation of the digital platform. Due to the large scope of the Project, it is expected to be implemented with the cooperation of other private entities, which will be involved at various stages following a process of public procurement according to the National Legislation 73(I)/2016.

The aim of the DIGIPOL Project is the creation of a platform, where the main procedures of the Police can be processed by the citizen digitally. Through the ARIADNI government portal, now renamed GOV.CY , the citizens will be able to submit their requests online, which will be forwarded through the DIGIPOL platform to the Police system for automatic processing and sending /processing of the citizen’s request, who will receive feedback on the matter.

This proposal is expected to complement and support one of the pillars of the Reorganization and Modernization of the Police, that of digital upgrading.
